Engine: FH451V-AS09 The manual page below describes how to set the governor. The problem is the bullet below that says, 'Turn the governor shaft counterclockwise, fully turn the shaft to the end of its travel'. The manual picture shows the end of the governor shaft with a screwdriver slot. The governor shaft on this engine does not have a slot. The manual says rotate the governor arm to open the throttle valve then rotate the governor shaft. Gmc topkick repair manual.
For that to happen the governor rod has to be in place on the plate and the plate attached to the engine. With the plate attached to the engine the governor shaft is masked behind the plate. There's no slot anyway.

There is no room to go in back to get between the governor arm and the engine so the governor shaft can't be gripped to do the moving with pliars rather than the 'missing' slot in the end of the governor shaft. I think the factory manual lists a procedure that can't be done i.e the plate has to be inplace to move the governor arm to get the throttle valve closed and if the plate is on there is no access to the governor shaft. How do you set the governor?

Restrorob, You nailed my confusion; I had mentally mated the lower governor link rod and spring to the control plate for some reason. ?? I then continued and adjusted (with the plate on) as best I could and lost governor control so it was over-rev’ing. I spent most of the day going over and over adjustments without success trying to reign in the over-rev’ing. After taking off the control plate I could grab the end of the governor shaft and adjust by the manual.
After that the throttle lever worked properly and governor control came back. I work mostly on snowblowers with Tecumseh engines so 5-13hp which are no problem. I’m a bit intimidated by the V-Twin which to me is a very powerful engine. Thanks for taking the time to read the post carefully to get an understanding of my mistake. This engine has recently been overhauled and I was putting the governor arm back on like tech manual says, turning the governor shaft counter clockwise and governor arm counter clockwise.
I hooked the throttle link from the carb to the end of governor arm when I adjusted the governor, so the throttle valve was fully open. I then hooked the governor spring from the governor arm to the control panel, then installed the control panel.
When I started the engine to set the low rpm the throttle lever was against the slow speed idle screw, set it at 1600rpm. Then I ran the engine, let it warm up then I went to set the high rpm and about half throttle the engine took off like there was no governor. Now I see the throttle lever doesn't set against the slow speed stop screw. I don't know if this is normal? Not for sure what to look. Is there something I'm missing? Thanks for your reply.

Double check your adjustment, if still doesn't govern correctly you may have a issue with the governor shaft assembly. The shaft assembly has a 'flag' on the end that contacts the governor assembly on the camshaft, this 'flag' must be held in the proper position so the 'flag' will contact the governor while installing the sump.
It can be rotated the wrong direction while the sump is installed rendering no contact with the governor. That's normal when the engine isn't run'n, the governor pulls it back to idle.
